Ioan Catalin Buliga is a technology executive with extensive leadership experience across telecommunications, network operations, infrastructure, and technology strategy. Currently serving as Chief Technology Officer at Vodafone in Cairo, he brings a career spanning more than two decades across Vodafone and Liberty Global.

Leading Technology at Vodafone

Buliga has served as Chief Technology Officer at Vodafone in Cairo since December 2022, where he leads technology responsibilities in Egypt. Prior to this role, he served as Head of Networks Development for multiple Vodafone markets, including Romania, Turkey, Greece, Portugal, the Czech Republic, Hungary, and Albania, while also serving as Chief Network Officer for Romania.

Earlier, he was Vodafone’s Chief Technology Officer in Romania from 2016 to 2021, contributing to the company’s technology and network leadership.

Building Telecommunications Expertise

Before returning to Vodafone’s senior leadership, Buliga spent more than seven years with Liberty Global, holding CTO positions in Romania and Hungary and serving as Network Director Romania. As Network Director, he directed UPC Romania’s core network operations, covering core network, television, internet, and telephony platforms.

His earlier Vodafone career included leadership positions in core network planning and design, third-level support, central network operations, and regional network operations.

Buliga earned an Engineering degree in Electronics, Electronics & Telecommunications from the Technical University Gheorghe Asachi in Iași, Romania. He also studied as a Navy Technician at Military Navy High School in Constanța, Romania.
