Hessa Al-Muhannadi: Advancing Legal Governance in Qatar’s Tourism Sector

From institution-building to crisis leadership — strengthening governance at the heart of Qatar Tourism

Behind every institution that earns public trust is a legal architecture few people ever see — and a leader with the vision to build it. At Qatar Tourism, that leader is Hessa Al-Muhannadi. Over more than 15 years, she has helped position legal affairs as a strategic pillar of governance, guiding one of the nation’s most visible sectors through expansion, disruption, and change. As Director of Legal Affairs, she advises the Chairman, CEO, and Board on decisions that shape the organization’s future.

“Her leadership has strengthened the legal and governance foundations supporting Qatar Tourism’s growth.”

Architecting Governance from the Ground Up

When Hessa joined Qatar Tourism in 2014, she did more than take charge of its legal function — she established it. She played a central role in shaping the authority’s organizational structure, establishing its Legal Affairs and International Affairs Departments and developing governance frameworks, operational policies, and legal strategies aligned with national priorities and international best practice. Her work extends across the organization, supporting the regulatory and promotional dimensions of Qatar Tourism and helping to shape the licensing, commercial, and governance frameworks that underpin the sector’s growth.

As principal legal adviser to the organization’s leadership, she has directed legislative drafting, high-value contract negotiations, dispute resolution, and intellectual property protection, while serving on its Legislative, Human Resources, Tendering, and Investigation Committees. She has protected Qatar Tourism’s interests and secured favorable outcomes in its legal cases.

Leadership Tested by Crisis

Hessa’s leadership has been shaped by successive periods of disruption. She guided Qatar Tourism’s legal response to the 2017 blockade and the COVID-19 pandemic, helping to safeguard the organization’s legal and institutional interests through prolonged uncertainty. More recently, heightened regional tensions and attacks affecting Qatar have disrupted air travel and placed additional pressure on the tourism sector. Responding to these challenges has required sound judgement, composure, technical expertise, and timely legal advice. These experiences have also informed her academic research on governance, crisis management, and resilience in tourism.

Regulatory Expertise in Practice

Hessa developed her regulatory expertise before joining Qatar Tourism. As a Regulatory Lawyer at the Ministry of Communications and Information Technology from 2011 to 2014, she drafted and negotiated regulatory and commercial agreements supporting Qatar’s national ICT agenda. She also advised on significant market disputes, including matters involving Ooredoo and Vodafone Qatar, helping to protect the Ministry’s position and support fair competition. This experience established the regulatory and commercial foundation she later brought to her leadership at Qatar Tourism.

Where Research Meets Leadership

Few executives’ pair operational leadership with sustained academic research. Hessa does. A doctoral researcher in Gulf Studies, she has focused her scholarship on crisis management and resilience in tourism — challenges she has also navigated in practice. Her peer-reviewed study, Tourism in Qatar between Crises and Opportunities: From the Blockade through the FIFA World Cup (2017–2025), published in a Q2-ranked international journal, examines how destinations withstand and recover from shocks through a practitioner-informed lens. As a Qatar National Library Research Fellow, she is conducting an independent study, From Wires to Network: The Impact of Qtel in the 1980s in Qatar, while her earlier book, The Role of Qatari Women: Between Tribalism and Modernity, reflects her longstanding engagement with the forces shaping the Gulf.

From Diplomatic Roots to Legal Leadership

As the daughter of an ambassador, Hessa spent her early years in Egypt, Tunisia, Libya, and Lebanon, developing an international perspective from an early age. Her exposure to diverse cultures, legal systems, and public institutions strengthened her communication skills, professional judgement, discretion, and ability to consider different viewpoints. These qualities have been valuable throughout her legal career, supporting her work in complex regulatory matters, negotiations, and the alignment of international practices with Qatar’s national priorities. Across her roles in ICT regulation and at Qatar Tourism, she has applied this global outlook while remaining firmly grounded in the values and ambitions of the Gulf.

Credentials That Set the Standard

Hessa holds a Bachelor of Laws from the University of Tripoli (2009) and a Master’s in International Affairs from the Lebanese American University in Beirut (2011). She is completing a PhD in Gulf Studies at Qatar University. Her professional development includes executive and public-policy programs at Georgetown University, Harvard Law School’s Institute for Global Law and Policy, the London School of Economics and Political Science, and HEC Paris; a Diploma in Arbitration from the Cooperation Council for the Arab States of the Gulf; specialist intellectual-property training with WIPO in Singapore; and a Diploma of Legal and Judicial Studies from Qatar’s Ministry of Justice.
