The infrastructure that supports industrial growth must do far more than meet immediate technical requirements. It must deliver operational reliability, commercial resilience, and long-term value while adapting to changing industrial demands and environmental expectations. For Yousef Mohamed Qassem Al Hosani, Chief Executive Officer of Project Volta, this balance lies at the heart of effective infrastructure leadership.

With more than 24 years of experience across the power, water, oil, and gas sectors, Al Hosani has built his career around the relationship between engineering performance, asset management, financial discipline, and executive decision-making. His professional journey, spanning electrical engineering, maintenance and operations, power and desalination management, and large-scale project development, has provided him with a comprehensive understanding of the challenges involved in delivering and sustaining critical infrastructure.

Today, as he leads Project Volta, a greenfield Central Utilities Plant within the TA’ZIZ industrial development in Abu Dhabi, his responsibilities extend across project development, corporate governance, commercial structuring, construction oversight, and operational readiness. His approach reflects a broader principle: successful infrastructure development depends not only on the quality of engineering, but also on the strength of the commercial and operational frameworks that support an asset throughout its lifecycle.

Leading Large-Scale Utility Development

As Chief Executive Officer of Project Volta, Yousef Mohamed Qassem Al Hosani leads the establishment and development of a large-scale greenfield Central Utilities Plant (CUP) within the TA’ZIZ Derivatives Park in Abu Dhabi. Operating under a long-term 27-year Utilities Purchase Agreement (UPA), the project represents a critical component of the wider industrial ecosystem, providing essential utility services to support downstream hydrocarbon processing and industrial production.

The complexity of a project of this scale lies in integrating multiple utility systems into a coordinated, reliable, and commercially sustainable operating environment. These include steam generation and recovery, desalination and water treatment, compressed air, wastewater treatment, environmental systems, flare infrastructure, stormwater management, and interfaces with the UAE national electricity grid.

Al Hosani’s responsibilities span the complete project lifecycle, from initial development and financial structuring to engineering, construction, commissioning, and the eventual transition to full operations. A central element of his role is establishing the project company from inception, including its governance arrangements, organisational structure, operating model, policies, procedures, and corporate framework. This integrated approach establishes the foundations for effective project delivery, operational readiness, and long-term asset performance.

He also oversees the lead developer’s project delivery activities, including coordination of the engineering, procurement, and construction (EPC) contract awarded in December 2024. This requires close attention to project controls, contractual obligations, construction progress, and the readiness of the facility to support the operational requirements of its industrial tenants.

Beyond physical construction, Project Volta requires the development of a comprehensive commercial framework. This includes arrangements for utilities purchasing and sales, electricity supply and grid connection, and gas supply. These agreements are fundamental to defining the responsibilities of the parties, managing operational interfaces, and establishing the conditions for sustainable long-term performance.

By bringing together technical delivery, corporate governance, commercial planning, and operational readiness, Al Hosani’s leadership responsibilities extend well beyond conventional project execution. They encompass the creation of an operating business capable of supporting critical industrial infrastructure over the long term.

Navigating Complex Energy Landscapes

The successful delivery of large-scale utility infrastructure depends on effective coordination among shareholders, industrial customers, contractors, government entities, and regulatory authorities. For Project Volta, this requires close alignment between TAQA and ADNOC as shareholders, alongside TA’ZIZ in its role as the procurer, to ensure that strategic priorities, commercial arrangements, and technical requirements are effectively integrated.

Al Hosani plays a central role in coordinating these stakeholder relationships, facilitating alignment across project governance, contractual obligations, construction delivery, and operational readiness. This collaborative approach is essential to managing complex interfaces, addressing project risks, and ensuring that the utility infrastructure meets the requirements of the industrial facilities it is designed to serve.

Al Hosani’s experience across different parts of the energy value chain provides a foundation for managing these relationships. His responsibilities include overseeing risk management, monitoring project performance, maintaining contractual discipline, and ensuring that project decisions remain aligned with approved budgets, delivery schedules, and operational requirements.

An equally important aspect of his role is preparing the organisation for the transition from construction to operations. This involves defining operating responsibilities across the commissioning and handover phases, establishing maintenance arrangements, developing the organisational structure, and preparing the workforce and systems required for long-term asset ownership.

His approach draws on the understanding that operational performance must be considered well before a facility enters service. Decisions made during development and construction influence maintenance requirements, operating costs, equipment reliability, and the ability of the asset to meet its contractual commitments over time.

Risk management and regulatory compliance are therefore integral to the project rather than separate administrative activities. By embedding these considerations into project governance and execution, Al Hosani seeks to establish a framework that supports reliable operations, commercial accountability, and responsible environmental management.

Successful infrastructure leadership requires the ability to align complex technical requirements with long-term strategic objectives while maintaining a commitment to operational efficiency and regulatory integrity.

From Operational Rigour to Strategic Oversight

Al Hosani’s leadership of Project Volta is grounded in more than two decades of experience across power generation, desalination, maintenance, and asset management. His previous executive roles at Taweelah Power and Water Complex and Emirates CMS Power Company provided him with direct responsibility for large-scale power and water facilities, combining operational reliability with financial performance, contractual management, and long-term planning.

Between 2018 and 2021, he led operations at Taweelah Power and Water Complex, overseeing a combined-cycle power and desalination facility with a capacity of approximately 2,000 MW and 160 million imperial gallons of water per day. During this period, he contributed to strategic supplier negotiations, strengthened commercial arrangements, and supported the resolution of significant technical and contractual challenges, helping safeguard asset performance and operational continuity.

His subsequent responsibilities at Emirates CMS Power Company extended to the management of a 710 MW power generation and desalination facility producing approximately 50 million imperial gallons of water per day, alongside strategic planning, financial management, and the commercial considerations associated with the future of existing generation assets.

A particularly significant chapter of his career involved leading the shutdown and decommissioning of the Taweelah A2 generation facility. This complex undertaking required close coordination with engineering, environmental, and legal consultants, contractors, shareholders, and relevant authorities to manage demolition, environmental remediation, contractual closure, and the safe return of the site to its owner.

The project also demonstrated the importance of maximising residual asset value at the end of an operating facility’s lifecycle. Through the effective management and sale of recoverable materials and remaining fuel stocks, the project generated substantial financial returns for shareholders while maintaining a strong focus on safety and environmental compliance. The project was also reported to have been completed without a lost-time injury.

This experience reflects a broader dimension of Al Hosani’s leadership: understanding the full lifecycle of infrastructure, from operational performance and commercial optimisation to safe decommissioning and site restoration. It is a perspective that supports his current responsibilities in developing utility infrastructure designed to deliver reliable services and long-term value.
