As Chief Executive Officer of the Neom Permitting and Licensing Center (NPLC), Turki Albouri leads the regulatory, permitting, licensing, and compliance ecosystem that supports development within NEOM.
In this role, he oversees governance frameworks designed to facilitate project execution while ensuring regulatory compliance across one of the world’s most ambitious development projects. His responsibilities include strengthening permitting processes, enhancing operational efficiency, and supporting seamless coordination for large-scale infrastructure and superstructure developments.
His leadership contributes to creating an enabling environment that supports NEOM’s long-term development objectives through effective governance and regulatory oversight.
Before assuming his current role, Turki served as Assistant Deputy to the Mayor of Riyadh for Permitting and Licensing, where he directed major development programmes, permitting initiatives, and strategic planning efforts for Saudi Arabia’s capital.
During his tenure, he represented the Mayor on official committees while contributing to initiatives focused on urban development, regulatory modernization, and project governance.
Earlier, he also served as Advisor to the Mayor of Riyadh, providing strategic support on development-related initiatives.
Alongside his government leadership roles, Turki accumulated extensive private-sector experience as Director and Project Manager at I-CON Center for Engineering, where he worked on infrastructure, urban planning, and real estate development projects for more than thirteen years.
